Misc photo seeking info on who, when & where?

Writing on the back of the photo says;

Dr F F Elsworth, Honorary Secretary of the Society (on night) presents a specially bound copy of the first DCPT textbook to Mr D R Balfour Park, Prime Warden of the Dyers Company on the background is the company’s Royal charter, dating form 1471.
